Inside? They know they have Kiser and did not address ILB as a priority. That tells me that in terms of 2-down MIKE LBs who will probably see the field less than nickel DBs, they apparently think they're fine.

I was already factoring in Matthews, though. He’s gonna be increasingly reduced in snaps due to his age and because he is expected to take a considerable number of snaps at ILB. Even Matthews can only play one position at a time.
Maybe they plan on using Rapp in some capacity to boost QB pressure while keeping a sure tackler for contain? I dunno.
Okay. My main point though is that their actions indicate they are confident in Kiser. And why not. On Wade's 2015 superbowl team, the ILB was the veteran Brandon Marshall, a 5th round pick. The MIKE spot in that defense is a role player. Kiser fits the role.
BTW I don't agree with the various statements by this or that analyst about Rapp being used at LB. Rapp is a safety. A remarkably versatile one but a safety. Their coverage LB is going to be Littleton, which means there's no vacancy there. Littleton looks like he will handle that spot just fine.
If I had to bet, the starting ILBs are Kiser and Littleton, and the Rams have made no moves to indicate they are less than confident in that arrangement. There's nothing to be gained from putting Rapp in that role when that role is covered AND Rapp does so many other things only a good safety can do. And as a safety, Rapp is everything Barron wasn't. So it made sense to move Barron down to inside LB, whereas with Rapp you're wasting a good safety doing that.
