As with most situations, there is some culpability on both sides. Goff, at times, stunk it up.
The bad games, the OL was an issue also.
I don't think the 2 things can be separated.

I will tell you what I have seen most of my career watching football. When an OL goes down, with all but rare cases, the qb goes down with it.
People had the same arguments in 2007-2008 when the Rams OL was as massively injured as it has ever been, yet many refused to notice that and put it all on Bulger instead.
The Rams do not have one of the rare qbs who rises above an OL collapse. But then all but a small handful of NFL teams in all NFL history have to say the same thing.
