Snead doesn't do the pure BPA and the "if it's a need...bonus" thing. It's a fact that history has born out.
But your second paragraph is exactly what he does. And he's pretty much explicitly said that there is almost always opportunity to move up or back. So what he does is identifies a need and moves into the appropriate range to meet that need while getting good value.
His approach isn't pure BPA and neither is it purely need driven.
But what he's not gonna do is take BPA at a position where we don't have a need.
