I don't think that BPA is as fine tuned as we all think except maybe around the top of the draft.
As we move into the draft I believe that the Rams have a group of players that have similar ratings. The size of the group may change depending on the where we are in the draft. Anyway I believe that the Rams decide who to pick or if a trade up or down is make sense based on the value they see within that group. Team need also plays a big part and they try and pick players based on their value grouping. The value grouping is where decisions are make to trade up or down but I think they aim to take players in the value grouping whenever possible.
I do think they take positions off the board unless the see extreme value that no one else sees when their turn comes.
Anyway I think that the BPA groupings are smaller in the first and 2nd round and size of the groupings expand in each succeeding round.
So I agree with BPA but I don't think BPA is really that simple.
