There's no question that Fowler is better than either Longacre or Ebukam when it comes to rushing the passer.
He is an upgrade at the OLB position. How much? Hard to tell. But with guys like AD and Suh that usually don't let the passer step up in the box, it'll be a good set up for a guy like Fowler.
No matter, I don't think this is any kind of "missing piece". He's just another weapon for Phillips to deploy.
