His playing history fits what you are saying.

Fowler had one start at Buck as a true freshman in 2012.
Fowler flexed back and forth from DE and Buck in 2013.
Fowler was the Gators MVP and started all 12 games at Buck in 2014 and was a Team Captain.

I would expect the Buck position is an outside LB in a 3-4. So an outside linebacker hybrid who on certain plays will be asked to be a stand-up end and rush. The 49ers used to call it the Elephant position with Charles Haley as did the Packers with Julius Peppers playing it. Some teams call it the Joker.
