By 2021 they will be paying Goff and at best can afford around 8-9 top contract types.
They already have more candidates than slots on the top contract list.
Those 8-9 need to be surrounded with good supporting players.
That means they need more draft picks, not fewer.
Anything else fails to be cost effective.
