Did anyone ever say that Kupp or Cooks actually had a concussion? I guess what I want to know is were they in the concussion protocol because they had a concussion or was it just to see if they had a concussion.
Seems odd that they could both be concussed last Sunday and play a week later while Shields missed 2 years because of his.

The concussion protocol is initiated if a player might or could have a concussion.
They then go through stages during the week to keep testing whether they have one or not and so should be kept from playing.
You have to go through the protocol either way. If it turns out you're fine then you can play the next week. If you don't pass each stage, then, it is assumed you had a concussion and you are kept out of the next game.
