I think that's making way too much of one performance on a short week.
Sag, though, the numbers were distorted by playing 2 very inferior opponents, who were not equipped to keep up with the Rams when getting outscored. SD and Minn were. So in fact if you divide it into 2 sets of games, in the 2nd set they're allowing 27 points a game. This suggests that until it changes, the Rams D is not in a position yet to keep the score down against better teams---they depend on the offense pulling ahead and putting the other team in a position where they're more predictably going to pass the ball.
If true, that means that if/when this defense gets its feet under it, it will interfere with the other team far more consistently and from early in the game, regardless of how much or little the Rams offense scores.
