I don't know. I don't see $36-$39M as a ton of cap space. Even if they let Joyner walk - which I think they will too - they still have a lot of other free agents to address:

Many of these are RFAs but some of them may command decent raises and it's a long list, it starts adding up.
Suh and Saffold could easily take $25M, maybe more. Some names on the long list they will let walk of course but several they will have interest in retaining.
I think Suh walks. And I believe that was the original plan. That's my vote on how this shakes out..
