I agree with your general point but I am just more picky about the term "elite."
If he were getting 26 M in 2020/2021, that's Tannenhill and Bortles territory. Paid less but you'll live with them and you're not actively trying to replace them. They're a rung down from true franchise qbs.
Obviously if you're above that you're a franchise qb. That's a continuing starter you have confidence in, are building around, and are not willing to lose or replace. You believe qb is a team strength and you're not adjusting to mask his weaknesses to the same degree you would with someone like Bortles.
To me elite is more than that.
So I would say the same thing you just did except I would say franchise, not elite.
And when a franchise qb comes up there's a market that more or less sets what he will get. There won't be much wrangling over it.
And yeah in 2020/2021 that will be at least 30 M and most likely more. Might even be a lot more.
