I actually agree with your assessment that Cooks will have a big year. But if he does it will be because his talent present McVay with opportunities to win games, not because McVay feels he has to justify Cooks' contract.
My feeling is, this offenses needed a Cooks. He has a role.
And what they paid him is what they had to pay him to keep him .
I don't think it necessarily reflects how often they throw to him.
It could be that Woods and Kupp, with much lower contracts, get more targets. Depending.
So again they paid Cooks what they had to pay Cook to have a Cooks playing the Cooks role in the offense.
