I'm not a FF guy at all but one thing I recall from McVay 1.0 was that he got away from the run many times and went pass happy when Gurley was in position to put games away.
To your point however, salary for Cooks would indicate his use early and often though to me he's a homerun hitter and not a high volume guy in this offense.
