An offer from another team would impact 2019 and beyond. The Rams have over $58M in cap space in 2019. Any offer AD gets from another team will fit under the Rams' cap.
with the Hav extension they are probably right under $50M.
And they have a ton of free agents to address besides Donald. It would be very bad for those plans for another team to dictate the structure of Donald's contract.
Technically, yes, they would be able to match any offer up to a $50M cap hit in 2019. But realistically, that would kill or drastically alter other free agent plans.
Look at this free agent list:

That list is going to be a challenge to address with the $50M they have and that's before another team tries to screw their cap by putting an oversized chunk upfront.
To bring this back up again.
When a team tags a player and that player does not report it counts against the cap anyway. Now it turns out that's complicated, but either way....the Rams would tag a full week 1 cap hit for the amount of the tag whether or not Donald reports.
AND as we have said in endless discussions, namebrand players who demand trades tend to get them. The hardest thing to do with a player like that who demands a trade is to sit on his tag, taking a cap hit, where you don't have the player and you aren't getting anything for him, and the bad PR builds on all sides.
And that' s a buyer's market too. Donald would have the power to nix a trade he did not like, and the Rams could not afford to be choosey about how much they get for him.
Either way I agree with those who say that he's going to get signed and will play this year.
