Those are fair questions. I think it was the guaranteed money. I think KC showed up and offered more and the Rams wouldn't go there with him (for whatever long list of possible reasons.)
Watkins and Cooks got basically the same amount---16 M. But if you look around, that's around the going rate for 2nd contracts for WRs this year. I cannot imagine the Rams not knowing that if we know that. (That last point is not "aimed at" your remarks, that 's just me thinking out loud).
But the differences are this. The Watkins deal has more guaranteed money and is shorter (3 years).
I think it's very possible the Rams did balk at increasing the guaranteed money and making it a 3 year deal.
But I think they probably had to know that this year the receiver market (just for 2nd contracts) is in the 16 M range. (EG Landry got 15+ M, Evans got 16.5 M).
