Let's say they extend Goff next year. They probably won't, it will probably be the year after, but pretending they do, there's a market they have to account for. This year Cousins and JG each signed for around 28 M. If the Rams offer Goff 25 M their offer will be 4 years out of date. In 2017 Cousins and etc. signed deals for 28 M, and 2nd contracts like that go up each year. Is Goff wrong to turn down 25 M in that scenario? I would say no--he has every reason to expect the team to honor the fact that the amount for 2nd contracts keeps going up.
