What if his progression was Kupp-Woods-Watkins-Kendricks and Kupp was open: wouldn't you expect Goff to pass to Kupp? And if Kupp was covered and Woods was open wouldn't you expect Goff to pass to Woods? The problem as I see it wasn't that Goff wasn't going thru his progressions, it's that they didn't call a lot plays where Watkins was the first or second read. (Except near the goal line, which explains why Watkins had so may TDs in relation to his catches)

That might have been the best way to maximize Goff's improvement last year even if it meant underutilizing Watkins. If so I'm good with the way Watkins was used.

It might have been different this year as the next step in Goff's development ...
