The only person who could really evaluate his coaching abilities is Tommie Delaware-and he's no longer with us.
Well, I'll grant you its very hard for the average fan (me) to really evaluate a coach OUTSIDE of the 'record' thing. (thats why i keep asking questions about it)
There are so many complexities. Take Joe Gibbs for example. A hall of fame coach in his first stint with Wash. Then the second stint...what was he? A mediocre coach (based on the record)? How did THAT happen. How does a hall of fame coach become mediocre in a matter of years. Did he forget how to be a great coach?
Or Tom Landry. Hall of fame coach for a while. And then...couldnt even get a winning season. Did he forget how to be great?

The interplay between Personnel decisions and Coaching X's and O's is tricky. I mean give any good coach the GSOT personnel and they probly win the Ring. But DV is the guy that built the Personnel package, so he was a great Personnel guy and X's and O's guy. Or was he? He needed Martz for the X's and O's didnt he. And he needed Armey for Personnel. And round and round it goes.
