I don't think it is. I believe the best GMs actually analyze the utilization and how the pieces all fit to make those determinations.

Watkins did some really nice things in this offense. He stretched defenses and got open, the utilization piece wasn't all on him.

Same with Graham. He was never a good fit for that offense. But he is a good fit for this one, where McVay expected Higs to stretch the seam and was let down. He is still a mismatch on most defenders who draw him.
