He's listed all over from round two to round four. But as I have been watching a lot of OLB types thus far I think he's being seriously underrated. Kiper had him as 6th OLB and behind guys like Landry (ranked 3rd), but if you watch the film I think it tells a different tale. Here's both Landry and Carter vs a common and solid opponent in Notre Dame:
