Is to fail. In this case, it's failing to compete. That's exactly what happened.

They tanked the 49ers game as part of a strategy intended to sacrifice it for an advantage in their playoff game. Not really debatable.

But if you don't like the word, you're free to call it something else. Doesn't matter what word you use for not preparing for or playing to win. That's what they did.
