I think he has great hands and has caught everything and he is a powerful player with his strength, but maybe his foot injuries have robbed him of his speed and cutting ability. It doesn't help that the Rams don't use him on the short game much which he is so good at.

Defenses roll their top cornerbacks to cover him. On another team, you go to Watkins anyway; Coverage be damned.
And, I think that's part of the problem for Sammy. Perhaps problem isn't the right word.
What I think I am hearing is that Goff struggles with great cornerbacks in man coverage. Thus, we've seen problems with those teams with top tier corners, and being singled up, but the ball goes elsewhere.
For me, this is where I'd like to force the ball at times. It's also where Goff still needs to get on track with Sammy, and his speed. BTW, we saw this "timing" issue with Higbee, and Goff not quite having that guy's pace down and being open.
At some point, we're going to have great cornerback coverage yet again, and Jared Goff is going to have to overcome the scenario. And, trusting Sammy to be a beast is where that "potential" might be being overlooked.
I'll lean towards another comment 81 made, too. Sammy's hard cutting ability in the short zone isn't on par with some of the others. Maybe that foot isn't what it was. Perhaps that will improve with some more time. Or is this as good as it gets? I do wonder if that has effected his short zone work. Has he been limited this whole time because of range of motion in his wheel?
Contractually, this might be a sticking point for Sammy. His new identity of not being the bad mouth, and being the good comrade plays well, and he and his agent have to know that is an appealing factor for his 2018 money. Sammy knows he's got more game than is being accounted for right now. And a good GM would know that. Other teams with need and cap room could be just as alluring for Watkins.
The wait and bait? Sure, but Snead and McVay have to know.......they see the defenses right now and in concrete terms see what Watkins presence does to open up the rest of the field for this offense.
Demoff has to have a plan here, but should Sammy escape it will be a rough, rough hole to fill.
