First, determine where Watkins slots among other vet WR’s production wise.
Then offer him a salary comparable to theirs.
Where Watkins was drafted is now totally irrelevant.
And don’t even think about franchising him. He hasn’t proven that he’s among the top 5 WR’s in the game, so why pay him as one?
Another way to look at it. If they think he is better than his stats and has unlocked potential with another year/s in the system, AND can afford it, that might prompt them to stretch financially. He did better in his first two years (?), especially on a per game basis - missed time with various injuries (itself a concern & admittedly complicates reckoning & sussing out his value/worth). Possibly positional scarcity a factor. WRs like Julio Jones & Dez Bryant tend to not become avail. In free agency, & he may be as good as it gets in the next tier, at least potential-wise?
