However, if that holding is called, would it had been a safety? Goff was clearly in the end zone and the score would have been 9-9 with the Rams kicking to the Texans, IMO, the hold is not that obvious because Havensten, let's him go, then adjusts, that's why the hold is not called, it was that quick, but a hold nonetheless.
