Rams should pick him up. He just turned 25 last month. Work with him this year and in the offseason at DT. No more pressure to be a starter, much less a great starter.
He's an amazing athlete for his size. To me, best place to make that work is on the D-line. No risk for the Rams. If it doesn't work out, they let him go.
If he wanted to play football, I think that might be a good idea. But (of course I'm speculating), I think he really doesn't enjoy playing the game enough to dedicate himself to it and do the work necessary to be good at it, and more importantly, cash in on the physical attributes he was born with. He probably started playing because of his size and athleticism, got a scholarship, got drafted, but never really loved the game.
To me, he's just never looked like he's "into" playing football.
That makes sense. And, personally, I don't blame a player if he realizes the game isn't for him. That's entirely his call. But I think he has a duty to his teammates to be upfront about that as soon as possible and make alternative plans for himself.
So the key would be to find out, one way or another, and then act accordingly. If he wants to play, and I'm GM, I bring him back.
