They need to get Watkins in motion to get a cleaner get-off, and they need to move him to different spots rather than always out wide. For instance, sometimes have him flop positions with Kupp. Heck, I'd try him in the Austin role for a few plays, especially in the jet sweeps or fake sweeps in which he turns up field and is open for a pass.
While this might not be the best thing for the offense short term, the goal is to getting him going more long term.
He's just too darn good to be languishing with only a couple of opportunities per game.
