OK, I'll bite.
This year Tavon's salary is $3.5M and he also got a roster bonus of $11.5M. In total the Rams are paying him $15M for this season. And I agree that that's way too much.
Next year, however, Tavon's salary is $3M and his roster bonus is $5M. So in 2018 the Rams would pay TA $8M. However, if the Rams cut him or trade they'd take a $5M cap hit: it would 'only' costs the Rams $3M more to keep him than to cut him. And for $3M it makes a lot of sense (to me) to hang on to him ...
