You gotta give credit to Seattle's D. They took him away.
Also, it seems most forget that Watkins hasn't been with the team for very long. QB and WR have to develop chemistry. It's obvious that Goff looks for Kupp a lot. That's a function of time together.
IMO, most of the complaints about WR targets is on the QB not the HC.
