Goff to me already is the Rams franchise qb (note: to me "franchise qb" and "elite qb" are not the same concept).
He has very refined arm talent, and has demonstrated toughness all along going back to his first year art Cal.
But his ability to see, understand, and instantly respond to different defenses? That can only come with experience.
And right now no game is a big test. If they do well against Dallas it doesn't guarantee anything and if they do poorly against Dallas they still have time to rise again. And so on.
This year, to me, is about a talented qb getting seasoning and experience and maturing. I won't take the highs as exclusive evidence of where he's at any more than I will take any lows as "final evidence" of anything.
I won't be disappointed by 8-8 or proclaim that he is a mature veteran qb if they go 9-7. So while Goff HAS shown he has a tremendous amount of raw talent, this is still year 2 of a qb who started out far greener than most. Given all that if he ends up with more TDs than INTs and a qb rating in the 90s that will be better than anyone expected before the season. And frankly I think that's what will happen.
As for people who are tired of, or battlescarred from, the previous years of non-winning seasons (going back to at least 2007), believe me, I get where you are coming from. At the same time I personally don't feel that way though--cause this is different.

Cept, i am one of the battlescarred, brain-damaged, walking-wounded, PTSD-ramfan-types,
who still cant quite believe the rams have a starting QB who can throw medium passes accurately.
I mean....there are medium passes being thrown. And caught. ...i think. Maybe. Its possible its all a hallucination.
