Yes he can. And has. He can't be used as a PURE receiver IMO, but there are a lot of receiver things he can and does do. I agree with Speed that McVay, for a variety of reasons, hasn't done it yet, but Tavon CAN do those things.
So for example in 2015 he had 87 targets (more than 5 a game) and caught 60% of them. 60% isn't first in the league but it's decent. Given the fact that on any given play Tavon can take it all the way, 60% is pretty good.
Also in 2015---his ideal year---did he fumble any punts? Don't remember. I don't think he did. So it's not inevitable that he's a fumbler.
