I don't know about you... but I changed/matured/grew quite a bit between 21 (the year I graduated college) and 23 (for me, two years into law school).
I'm just glad that he has a chance to grow and learn now. I really think that, under the Rams' offensive coaching staff (not to mention his supporting class), he had almost no opportunity to do so last year.
Yes, that's all true, he's young. But also it was his college offense. Granted the Cal offense is a variant on the Air Raid college spread, but it's still a version of that. And to this date that offense has not produced one single continuing starting pro qb. This goes all the way back to Couch. Foles for example looked better in Kelly's version of a spread but when he had to play as an NFL pro style qb straight up, he crashed. The only other one who has even shown anything decent was Keenum, and he of course was never considered a starting caliber qb (he was a placeholder with the Rams which isnt the same as starting caliber). Air Raid qbs just have that much to learn to be decent pro qbs.
Independent of his age, and independent of every other single factor, his college experience did not prepare him to be a pro qb. It was always going to take more than a year.
So IMO he was going to struggle as a rookie regardless of the circumstances.
