Not so much because the owners see it as generating additional revenue as the players will continue to protect their roster spots against new challengers. The strict limitation on mandatory off-season practice and even study and interaction with coaches time, the training camp constraints on pads and hitting and total practices all are barriers to entry for young, unproven players. Reducing practice games by half will be another huge strike against the young players fighting for a roster spot and boon for the established players that already had one.
The CBA will want this and "might" be able to squeeze an additional couple roster spots out of the deal in the process, though that will probably come at the expense of Practice Squad spots.
