As far as nfl experience, yes Goff has more game experience in the league. I don't count area league or nfl Europe as live game experience. Those leagues are much like college.

Playing in Europe meant having to run a pro style offense while using pro-style techniques.
So did practicing the same offense for one training camp plus one season plus one training camp before starting.
Goff's college offense actually set him back when it comes to mastering a pro offense. Let's put it this way. In 2016 you could have hired the July 1999 Kurt Warner to be the 2016 Jared Goff's qb coach, and it would work---the differences between what they knew and understood and were already capable of doing when it comes to playing quarterback in the NFL would be night and day.
Which is why I said game experience is one thing, but it's not the only kind of experience (and, I should have added before, not the same kind of preparedness and knowledge) . When Warner got his shot he had a deep bedrock of knowledge and understanding and was already doing it as 2nd nature. If Goff reaches that level THIS YEAR I will be shocked.
And I am pro Goff. I am also a realist.
