Why is it when a guy has serious speed he is expected to take the top of the defense all the time?

Is that always the best use of a WR considering the low percentage of those passes that are completed? I get the idea of taking the defense out of a plan to stack the box or keep a safety close to the LOS but there IS more than one way to skin a cat as the saying goes.
