Guys that have to be gameplanned for are #1s. Guys like Megatron and Julio Jones and AJ Green. A guy like Nuk Hopkins is a #1 even without the stats. Dez Bryant is a #1.
I would go as far as saying Gronk is a #1. You better have a gameplan in place for him or its going to be a long day. Obviously stats come along with #1s, but due to various outside forces, you cannot say x amount of catches with x amount of TDs and x amount of yards, at least if we are doing it my way.
Those outside forces may be anything from an archaic offense like Buffalo's , to an injury that forces a WR to miss multiple games, a bad QB, zero help anywhere else on the offense, etc.
And of course just because you get gameplanned for does not mean you are a #1. Tavon Austin might get gameplanned for, but he isn't a #1.
Its totally subjective IMO. Case in point:
Doug Baldwin Rec: 97 (7th) Yards: 1128 (11th) TDs: 7 (T-16th)
Larry Fitzgerald Rec: 107 (1st) Yards: 1023 (20th) TDs: 6 (T-25th)
Fitz is a #1 IMO, Baldwin is not. Is that fair? Who knows. It is to me. Can stats clear that up? Nope. But it works for me.
Point is, to each their own on a subject like this.

If we are talking on a per play basis, (which I think we are not) its your first read on any given play. This is simple football stuff La...
But seriously, a #1 option IMO would be the guy that gets the majority of the plays designed to go his way (the guy that gets the most first reads)
A #1 WR is a little more then that. More elite, a guy that needs to be gameplanned for and a guy that gets paid like he's special.
Kenny Britt can be a #1 option, but not a #1 wr for example. Same with Baldwin, same with Calvin Benjamin. Stephon Diggs in Minnesota is another example.
