Garcon did not surpass the combined 70 catches/1000 yards mark until his 6th season (2013).
I was very much in favor of them signing him in 2012 and wish they had.
Roughly speaking, in general terms, Woods is 2017's cheaper Garcon alternative.
Garcon, career numbers... and remember who Garcon's coordinator was the last 3 years. (His coordinator in 2013 was Kyle Shanahan):
Taking ONLY the years from his "breakout year 6" through last year he's not a #1 based on your own "consistently get" standard. You set the bar for a #1 painfully low and your examples don't even meet the standard.
He wasn't the top receiver in 2014 or 2015, barely last year (Jackson was 36 yards behind him).
When he was the clear top WR for the Skins in 2013 they ranked #17 in passing yards. Nothing special...because he's not effective as a #1 option in a good passing offense!
2014 as the second WR in yards they ranked #12...because the passing offense is better when he's not the focus of the passing offense.
2015, again second in yards they ranked #10...see 2014
In 2016 they jumped to #3 with a balanced attack. Garçon at 1041, Jackson at 1005, Crowder at 847....then Reed at 686 only playing something like 8 full games and V. Davis picking up SOME of Reeds yards with 583.
So if your argument is "I don't care if we have a #1 WR, I prefer a balanced attack" I have argued that for years but just because Garçon happened to catch the most yards last year because J. Reed got hurt doesn't make him the focal point #1 target on a top passing offense. Signing guys like him, or Woods, requires you to spread the ball around a ton of you want to be a top passing offense.
