I agree we are being subjective and perhaps selective but stats alone do not do it but effectiveness and consistency as well as definite characteristics such as route running, blocking and reading defenses was well as having a high catch percentage and getting separation using technigue should not be set aside for freak measurable such as height and speed. .
Do you think someone who is overall poor at those things regularly gets high catch percentages and 1000+ yard seasons?
Sometimes good receivers fall short of those benchmarks because of injuries in a given season, or the situation (such as poor qb play) but usually, if you do it, it's cause you can do it.
It also takes offensive coaches who know how to take advantage of a guy's strengths and so set him up to be consistently productive at that level.
I don't think Woods can be a star, btw, but I do think he can be consistently productive in the kinds of ways we're talking about here.

I...look at production and if he executes in this offense as I see he fits very well he could be a steal. If he is under utilized and becomes a number 3 he is grossly overpaid and a waste of precious cap space.
I do not define being a star as being elite. I define it as being very productive and clutch and even an effective and excellent system piece. I would expect him to be the type of player that moves the chains consistently and preserves drives.
