Tom Brady is perhaps the single best example of this. He came into the league as a skinny kid, whose combine performance may have been the worst all time. But he worked his butt off to get bigger and stronger, and that included his arm. Now, of course, most of his age-defying excellence is likely due to football IQ, not physical strength, etc. But when he first came into the league, it mattered. His ability to improve his physicality was crucial.

Furthermore I'm not even 100% sure that Brady's arm strength did increase. He's never had a canon and still doesn't.

He got bigger and stronger for sure, but his arm strength I don't really see an appreciable difference.

One guy who obviously did however was Sam Bradford.

When I scouted Sam pre-shoulder surgery his arm was middle of the road. Post-surgery there was a very noticeable difference.

His velocity and rotation increased significantly. Was that the surgery or the rehab? I say the rehab (weightlifting) because his size increased as well.

I don't see any of that with Brady.

So without more evidence, I'm not convinced.

Never said Brady had a cannon. And it's not about transforming a so-so arm to the world's greatest. It's about noticeable improvement in strength, velocity, zip, what have you. Right now, I don't think Goff has enough of that. So increasing his physical strength, his overall conditioning, his flexibility, his endurance, can't help but improve those things. Unless, as already mentioned, they overdo it, or don't do it right. And, again, they have to make sure his mechanics keep up -- and get better -- along with the weight-training and bio-feedback stuff.

To me, it's just common sense.

As for SB. My memory of his rookie season is that, yes, he had a cannon -- already. He could throw hard, with true zip, and did, and it didn't seem to faze him. But, as the season progressed, I noticed that all the hits took their toll, and he lost some of that. Happened again the next year, if memory serves. He started out with great velocity, could throw on the proverbial rope, but then all the times those linemen crashed into him and knocked him down took their toll. He lost his zip.

(Might have had something to do with his injury in college)

Anyway, we just differ on this, which is more than okay. Opinions being what they are, etc.
