Tom Brady is perhaps the single best example of this. He came into the league as a skinny kid, whose combine performance may have been the worst all time. But he worked his butt off to get bigger and stronger, and that included his arm. Now, of course, most of his age-defying excellence is likely due to football IQ, not physical strength, etc. But when he first came into the league, it mattered. His ability to improve his physicality was crucial.
Furthermore I'm not even 100% sure that Brady's arm strength did increase. He's never had a canon and still doesn't.
He got bigger and stronger for sure, but his arm strength I don't really see an appreciable difference.
One guy who obviously did however was Sam Bradford.
When I scouted Sam pre-shoulder surgery his arm was middle of the road. Post-surgery there was a very noticeable difference.
His velocity and rotation increased significantly. Was that the surgery or the rehab? I say the rehab (weightlifting) because his size increased as well.
I don't see any of that with Brady.
So without more evidence, I'm not convinced.
