He didn't draft or develop him - he inherited him. The guys that came after - his guys - Griese, and Plummer (they traded for or sign FA) were not good. His time in DC not great either and we see the disaster that was the RG3 career as a Redskin.
Mike was the Bronco's OC for four years starting with Elway's second season so pretty good chance Mike was instrumental in Elway's development. After Elway retired, Mike had only two losing seasons out of ten with Denver, making it to the playoffs in four of those seasons.
Griese was a pro bowl QB and had a 62.2 comp % and 84.1 QB rating with Mike. Plummer went from a 69.0 QB rating with Cards to a 84.3 QB rating with Mike. Plummer also had a prob bowl selection with Mike. Cutler also made the pro bowl with Mike and had a 87.1 QB rating with Denver.
RG3 had his best season with Mike and was ROTY. RG3's career became a disaster because of RG3 and not Mike. In his time with Redskins, Mike took a team with a rookie QB and won their division with a 10 - 6 record.
So in conclusion, I'm not really sure what evidence you are using in your claims that...
Mike didn't develop Elway.
Mike's other QB's were not good.
Mike didn't do jack without Elway.
Mike ruined RG3's career.
Go Rams!
