We are not discussing the case in which the toe and heel come down at the same time, with part of the foot inbounds and part of the foot out of bounds. That is a clear-cut case in which the player should be ruled out of bounds. The case in question is when the toe comes down inbounds and then the heel comes down later out of bounds. That is what happened in the game, and it was ruled incomplete according to the existing rule. As some of use have pointed out, this seems to be a foolish rule.
