If a toe down inbounds first is good enough when the toe subsequently goes out of bounds, then why can't a toe down first before the heel comes down out of bounds also be good enough.

Seems consistent, doesn't it?

The former official went in to all this stuff about a "natural step". How is that defined? Why make it complicated?
