A toe drag where the tips of a shoe touches inbounds and then dragged to out of bounds is much different than part of a players foot being in bounds, and part being out of bounds at the same time. That is the difference, part of his foot was on the ground in bounds, and another part was on the ground out of bounds at the same time.
