Something happened between the time Fisher drafted Goff and when they got him in camp.
I don't think we've got the whole story.
The Rams apparently preferred Goff because of his performance in the redzone, and as Fisher said "he put the ball exactly where it needed to be".
But something is missing. JT said in his recent chat that he has heard from Rams "INSIDERS" that they are questioning Goff's leadership.
I don't believe that everything is going along as originally planned.
I don’t think that statement gives anymore clarification on what “sooner” means or indicates that something happened since he was drafted.
He has always hedged with his language. Even the original comment you quoted of, ‘It’s going to happen pretty soon, sooner than probably later’ includes the phrase “probably later.” When language is non absolute like this, it means the speaker is trying to give himself some wiggle room.
Here, he’s making a contrast in a timetable that is broader than a one game target. Saying he MAY start opening night is another example of the hedging language. You can state a goal and still have expectations that fall within a range.
He’s painting in gray, not black and white. It’s similar to when someone says, “I expect to be there around 8:30 (or 8:30ish).” Or if they said, “I should arrive closer to 8:30 than 9:30.” This means that you have a goal of arriving at 8:30 but also expect that it’s very possible you will not arrive precisely at that time. If you arrive at 8:40, nothing wrong happened. 8:40 is within the range of your expectations.
