He isn't starting "sooner" according to what you think..........but what is "sooner"? Week 3? Week 6? Before the halfway point of the season?
You're defining this only on your terms without taking in everything that has been said by Fisher and Snead.
Not to mention all of this is fluid and Fisher is allowed to change his mind.

"We aren’t going to come out Day 1 and announce that he is a starter. It’s going to happen pretty soon, sooner than probably later.”
Well that didn't happen. And it's because he's not ready according to Fisher. But if Fisher didn't expected him to be ready by now why would he say "it's going to happen sooner"?
Fisher knew all the issues that could prevent Goff from not being ready, yet he still expected him to be ready sooner.
I find that troubling on a few levels.
The regular season is 16 games in and the act that Goff hasn't started in the first two games is a sign that Fisher was wrong when he said Goff would be starting "sooner than later"?
C'mon now.
And imagine Fisher saying: "You know I said Goff would start 'sooner than later' and I figured that meant, say, in the first quarter of the season. Here we are, on the eve of game 4, and, honestly he's getting there but still not quite ready. But, hey, I did say 'sooner than later,' and I'm a man of my word, so... hope he doesn't get killed!"
Yeah, that wouldn't really work, would it?
