Fisher's only leverage is he does not want to be the guy who drafted Geoff an someone else gets to coach him.
Clearly he had marching orders to secure future QB but one problem he would hate to end up like Jim Mora fired before his pick has a team built around him.
He has to know that job is incomplete while he is in the last year of his contract.
I really think it's #3.
