Why not use the NCAA rule. personal foul, ejection subject to review. They can look at replay, determine intent, or if the QB or offensive player contributed to the hit(lowered his helmet to deliver blow).

If the coaches were subject to losing starting players in real time they would be on these guys to keep there heads up and wrap up.
