I also know that he does rely on the opinions of others and only flexes his muscle when there is no consensus on a player.
He unquestionably has final say on the roster.
I also believe what I'm told because it came from a coach, that just recently left the Rams.
Fisher and Snead have a very good relationship.
He trusts him implicitly.
I don't disagree with that, and that's why it's nearly impossible to evaluate and grade Snead as a GM.
No one will ever know exactly who was responsible for which moves and where Fisher steps in and where he doesn't. We are all just speculating which moves Snead was responsible for and which ones Fisher was responsible for.
At the end of the day Fisher is going to do what HE feels is in the best interest for the team with all the top personnel moves. Obviously people will say it's a collaborative agreement, but if it's not what Fisher wants, he cannot get outvoted and will do what HE feels is best.
