Because he simply does what Fisher tells him to do. He can't be held accountable for Fisher's decisions. Nobody can really say whether he'd be a good GM or not.
Fisher doesn't get a pass because he runs the show and as anybody who's watched even somewhat critically the last four years knows, it's been a s___show. You have as many picks, especially high picks, as they have and you're going to hit on a couple by default. But it's also about more than just draftees selected. I saw a post that appeared to argue that the last draft was a raving success because every drafted player made the team. The problem is, when all your later round picks are still making your roster 5 years in, it's actually a sign you've done a poor job stocking the roster with talent in previous years.
