Weinke: Do you know how many teams there are in the NFL?
Goff: 32
Weinke: There's 32. Do you know how many starting quarterbacks there are?
Goff: 32
Weinke: There's 32 and you are wired to be the starting quarterback of this football team.
It's not a math quiz. It's not condescending. He's making a point. He's telling him how special is he is! He has a chance to be one of 32 people in a country of 325 million plus.

Weinke: But how does that happen? It doesn't just happen through osmosis and sayin' 'Hey, I'm number 16 and so I'm gonna start. That ain't f-ckin' happening, I'm gonna tell you that right now. It's up to you! Some people can't handle it. Some people can't handle the position that you play. They definitely can't handle the position that you're in.
Here he's telling him he's not going to get the starting position handed to him. He's going to have to work and work hard. But he also talks about how others can't even handle the QB position and the responsibilities that Goff can handle. Again he's telling Goff how special he is.
As for the language and the big stick. Uh... it's pro football. It's massive collisions, health-threatening injuries, people punching you in the pileups. It's high pressure to perform. It's big bucks. It's not Sunday school or coddling or participation trophies. It's not Human Resources Personal Space Awareness Training. It's a tough sport for tough men. There are 11 guys on the other team that want to take your head off every chance they get. If your coach is hurting your feelings, it's probably not the sport for you.
And if Goff doesn't learn how to play the position properly, he's going to get hit more, sacked more and hurt more.
